I don't accept the premise. It is an attribution, not a cause. Yes, the CIA should not have done what they did in the 1950s. But the promoters of the Mullahs found fertile ground thereafter, particularly the way the Shah operated. In that respect you are discounting Russian involvement. Don't.

Giving the people weapons is giving them a choice to exercise their intents. It is NOT taking overt action.
