If you e spent a certain amount of time in NYC especially many moons ago you’d have heard the originators of that phrase and understood it. It was a QUESTION, emphasis on the personal pronoun. Mainly Jews of Eastern European origin. I’ve often wondered how it got picked up by the rest of us as a statement (downward inflection) but for better or worse it has. Us kids in the 1960s said it all the time.
If your 100-year-old mother tells you the same story over and over again, it’s probably a bit of dementia. But if you talk with many different people - family, friends, co-workers - who can remember the stories they’ve told to each of those individuals?
I really don’t see this as a lack of the story teller’s intelligence - though maybe they are just a self-absorbed bore. I’ve known some pretty smart people who tell the same story over and over.
When all is said and done, more is said than done.

Failure to look beyond headlines on FR not sure if it’s laziness or lack of curiosity
Asking me to demonstrate a link etc for something I offered rather than they simply google it themselves and learn
Saying you are wrong here and then telling you to prove it when in intelligent debate the onus of proof is on the challenger to give evidence why they are challenging your assertion with their own evidence net wise given the medium
Likewise the worst offense here and sign of lack of curiosity and honesty and humility and laziness is when despite faced with a preponderance of evidence they never never ever admit their challenge was ill advised and factually incorrect
We have some of those here and it demonstrates a recalcitrant stale brain
