Maybe, but somehow it flew into my garden. It’s all copper. I thought it may have come off a transformer.

It’s a circuit breaker ‘ring’ for resetting (and opening) a pole mount circuit breaker.
When the breaker opened, it failed catastrophically, spewing parts all of the place.
Utility folks use a long, fiberglass pole with a hook on the end to loop thru the ring and open/close the breaker.
