I was a financial services regulator 25 years ago. At a weekly meeting to discuss if any of our current examinations were worthy of an attorney, one lawyer offered an observation that Guy X should not be escalated because “it sounds like he was being stupid, not evil.” My response be came known as “’The _______ [my last name] Doctrine”.

If it was stupidity, we gotta get him out of the business. An evil guy will control themselves sometimes because they don’t want to get caught and keep on being evil. The stupid guy is going to hose everyone he runs into because he can’t help it... he’s stupid...”
