But Zoroastrian is their culture, yes indeed.

There are few if any Zoroastrians left in Iran. Most of the extant Zoros are, I believe, in India.

Because Persia is the name of the country and culture.
Zoroastrian culture would deal with the religious culture only.
And not all of them were Zoroastrian. A rather large number used to be Christian and Jewish.
