i remember when the Soviet Union built a new embassy building for us. It took forever to get all the bugging devices out. Always wondered why State Department couldn’t figure this would be a problem before the first brick was laid and kept agents all over the site.

Because it was agreed that construction would be by local labor. I don’t remember if the agreement was signed during the Ford or Carter administrations.
