The FAA manages the ATC and regulates the carriers. They do not run the airports. A “runway problem” sounds like Hartsfield problem…not a Federal problem.
The reporting on this is vague. Without some specificity, it is silly to start assigning blame.

The article is supposed to be about Hartsfield, but the bulk of the article is about Newark.
Then Hartsfield is said to have a ground equipment outage. Then they break it down to 'a runway equipment issue.' Is that an approach control beam? Any of you aviators or Navaids experts care to speak about this. Something as crazy as a police radar aimed at the shack at the end of the runway?
