These 'stunts' wherein members of Congress or the mayor face arrest(s) make me think these people have 'flesh in the game.' Some of the detainees probably worked for the mayor or members of Congress and the officials are outwardly displaying devotion to setting them free. I think it's almost comms to the detained, 'Don't worry, I'll get you out. You don't have to give them information (on us) to get yourself out because I'll make it happen!'
I thought the same thing when I saw that picture of Hollen in El Salvador, staring lovingly at the detained as if convincing him of his devotion to rescuing him (i.e., don't talk! I'll save you) or the official (was it a sheriff) and his wife arrested for harboring a TdA gang member. They are saying, "You're like family! We won't let them get you. Don't betray your family!"
