‘Due to harsh conditions, people are discouraged from climbing Mount Fuji outside of the official climbing season that starts in early July and ends in early September.’
Good advice!

Give him some choices. Either he repays the full cost of both rescues or he’s deported back to China permanently.
My bet is he’d come up with the dough.

They should charge him for the rescue. I suspect thousands of dollars was wasted on this idiot.

I worked for years at 14,000 ft and never got sick.
(I was in my 30’s and 40’s)This included lot of physical exertion.
Some people just don’t belong at altitude.

And all that wasted money could have been better spent on people who actually needed help.

However most folks need to gradually work up to 14k; going up too fast tends to bring on altitude sickness which can be dangerous.

"most folks need to gradually work up to 14k"
When you travel to La Paz, Bolivia by plane, there's no gradual, you're at altitude walking out of the plane. The airport is at about 13,000', the city 12,000'. Takes about 4 hours for the beer buzz to wear off. I worked there in my late 40's, never needed the roving O2 van. Don't know about now but I wouldn't want to deal with it.

"What are crampons?"
Snow/ice chains or spikes that attach to your shoes.

Mount Fuji is in Japan, straddling Shizuoka and Yamanashi prefectures, about 100 km southwest of Tokyo. It’s Japan’s highest peak at 3,776 meters, an active stratovolcano, and a UNESCO World Heritage Site. You can pinpoint it at coordinates 35.3606° N, 138.7278° E.

That is true, I believe. Some people do not belong at altitude. Altitude sickness is highly variable and from what I know of it, difficult to predict.

You can kill young people merely by depriving them of their phone.

Crampons are basically teethed add-ons to one’s footwear to enable better purchase on icy or slippery terrain. underfoot.
