This reminds me of the guy in Pacific Palisades who bought a $400 Harbor Freight trash pump and some hose and used it and his swimming pool to save his house from wildfire.
Self-reliance.

True faith is a heart and mind issue.
God helps those who CANNOT help themselves but trusts in the Lord for deliverance.
Those who can help themselves and feel like they can do it don’t need God’s help.
Justin Humphrey’s testimony is,
“The most important thing is staying focused on God, knowing He’s got it, His will be done, His hand is as steady as anyone’s is ever going to be. Just keep your faith in that and keep moving forward.”

It is generally illegal to build flood control structures, in the flood plain, without a permit, and those who build without one are subject to significant civil penalties.
Still probably cheaper than having four foot of water in your house.

Who said he could save his house? The city never signed off on that. Now, they'll require him to burn his own house down so he'd be equal with his (unprepared and unresourceful) neighbors.

We just had our home destroyed by a tree. Staying in a B&B in the nabe and somehow Red Cross showed up. Don’t know how they found us but told them to get lost.
