This may be an interesting concept but if the off-shore facility belongs to the U.S. government the American judiciary is likely to insist that it meet federal standards which is quite high.

I'm not sure what the savings will be - maybe lower wage scale for guards from the local community.

Didn’t we ship some Uyger deportees to some tropical island? I would ship those that can’t be repatriated to Kahoolawe.

It’s simple. Give them a copy of the 4th amendment, the one having to do with cruel and unusual punishment. Then don’t let investigators on the site.
