Yep so ordered by city ordnance - only 4 children allowed per city block - residential neighborhoods with more that 4 children can apply for exemptions - those that do not will have enforcement actions taken again the excess children.

We live in a 10-home cul de sac. All ten families moved into the brand new homes within three months of each other and we had a total of 23 children.

During the warmer weather there was a continuous game of roller hockey that consisted of every child who could skate. The older children were not only kind but help the younger children learn how to play. The sounds of children playing from sun up to sun down was so very satisfying and we all loved it.
