You are correct that early stormtroopers were clones, circa Ben Kenobi as a youngish man.

Later, as the war dragged on (so circa Luke Skywalker), the Empire switched to cheaper and less effective brainwashed draftees.

Han was a Imperial pilot wash out and eventually demoted down to infantry. (I believe he hit a superior officer; can’t recall; a serious of misadventures, regardless.)

Shortly thereafter (the original movie), Luke was faced with a possible draft, but was seriously considering pilot academy when he ran into two droids and an old man.

By the time this guy came along (Luke an old fat anti-MAGA asshat), it was all draftees.
