The timing is a little off, so you can plant it in a pot, keep it near a window and clip off the greens as they grow and use them as you would Chives.

The soil is way too cold for planting garlic, but if you can keep it going until things warm up, you could plant it in the ground outside in mid-May. (You’re a zone warmer than me)

Un-pot, separate the cloves a week or so before you plant to let them dry a bit before planting. Garlic likes full sun, good mulch, plenty of water and does not tolerate weeds.

Or, you can see how long you can keep it going inside and just use the greens until it gives out. If the bulb is still firm and juice, but the greens have died back, wash it off and use it as you normally would. :)
