You might not be far off with that sir. If a field will make a motor turn a field could make a motor slow down. Wind generators use dynamic load pile and field braking. I have often wondered how out of whack the earth is after years and years of rocket and jet engine testing. We never thought to counter the thrust with equal force. Which way were they pushing? Even just a little nudge from years of testing could mean a whole lot in the end game. I know one thing, we are already kind of screwed. We have upset the mass of earth by buying from China and not sending enough mass back in return. We are way off balance now...

I think we are safe. We measure the Earth’s rotation very precisely. We’d notice. 😊

I’m skeptical but I think they could determine if it works and can be scaled up to useful outputs with a small amount of time and money (say $100,000 and one year) if the government does not fund it.
If the government funds it the project will explode to $10 billion in ten years with no results.

This story reminds me - we haven’t heard much from the ‘cold fusion’ touts in a while.
The magnetic field of earth generates enough energy to move a compass needle. I imagine they’ve figured out a way to keep the needle moving.

Gee, the Earth’s magnetic field keeps the sun from stripping away the atmosphere. So, in the interest of protecting the environment, let’s figure out a way to extract this energy!

0.000017 Volts? What was the input impedance of the Meters? Was it across a resistive load? How much resistance?
You can stick 2 meter leads straight up in the air and read 17uV.
