If neither side wants to come to the discussion table without untenable preconditions, the US needs to pull its intel targeting assistance and any funding therewith, IMO.

The course of action you outline hurts only Ukraine, and helps only Russia. Putin knows this, which is why he has zero incentive to make any concessions of any kind. If the U.S. is unwilling to increase support for Ukrainian resistance - and Trump has made it clear that he isn't - then we have no leverage over Putin at all. So Putin simply holds out, knowing that all the pressure to make concessions is going to come down on Ukraine, not Russia.
