This writer always writes this way. I overlook it if I think the content is worthwhile. I think his writing is great even if his pseudonym is that of a “Puerto Rican bad boy cat”.

He's probably a hunt and peck typist instead of someone who learned to touch-type so he skips the capitalization's to make it quicker and easier. If you learned to type in school than it's trained into you to hit the shift key and it's routine.
