Putin said that the Ukrainian government had to publicly tell those troops to surrender. Zelensky instead said that Russia did not have 6000 troops surrounded. It is all on Zelensky.

I don't think the Ukrainian troops surrendered. My understanding is they chose to
retreat but were still fighting.
