President Trump has a greater degree of freedom of movement on the issues. He's a threat to many of the oligarchs, the bureaucracy, and the political establishment with what many refer to as the “uniparty.” On many issues, BOTH SIDES essentially are the same because they BOTH are bought, not because they all see the great logic behind agreeing on something. When they can, they try to differentiate themselves wherever and whenever possible.
Example: (PRC) China. A single party communist regime that had a one child policy, forced abortions, oppresses religion, has internment camps with over a million people in them. China has forced and child labor, is the worlds biggest polluter and doesn't live up to our EPA or other climate change garbage (if that stuff matters to you) we like to talk about. They execute more people than anyone else. They occupy Tibet and threaten to invade Taiwan. They practice mass censorship and dissidents are known to disappear there.
In 1989 they drove tanks over pro-democracy protesters on Tienanmen square. Yet, the same year and the years following, China gets most favored trade status and we give them our full support for full WTO membership. How can that be?!?!?!

That is because China is the worlds manufacturing base, and much of US manufacturing is based out of there. China holds onto US securities and even though they practice some unfair trade, they still are one the their worlds largest markets where many US manufactures sell. China has hired US lobbying firms as well as conducting US media engagement. The Chinese have a huge intel footprint in the US, and that likely includes honey pot operations etc. Chinese subsidiaries in the US donate liberally to political campaigns on both sides of the aisle.
Generally speaking, it does not matter if we are talking Democrat or Republican, they both will give China a pass on anything they do because our politicians are bought.

There are 100 different ways in which you can “buy” a politician legally, i.e. funnel money their way.
You have US politicians who have family members that do trade with China and get crazy good deals, unimaginable good deals in their business dealings. You can pay for speeches, hire a child, brother, spouse. Buy art from a family member. Donate to a foundation, a nonprofit which a family member of the politician normally manages. Pay millions in speaking fees for someone to ramble for 45 minutes. Literally a 100 ways to pump money their way.
The weakness of a representative democratic republic like we have is that you have no long term vision (Only a 3 year planning horizon). The whims of the people and political pandering, amplified by a sensationalist media cause huge / massive sways and over reactions, actions are often not measured. You end up with a few folks that have a disproportionate influence on the government and government is not really acting on what the majority would want.

We informed Russia we had no interest in expanding NATO to the east after the Soviet Union fell.
