On a serious note, Libya wants some. They have reportedly agreed to accept 200,000 as an opening offer. Libya is a big country with a small population. There is a deal to be had there. Libya needs immigration and financial assistance to grow their economy. It might also be a good place to repatriate some people who are taking asylum in Europe.
