Massie and Rand Paul have never wavered on this principle and have always been consistent. In Massie's case, this is absolutely false. As the deciding vote on the measure in the House Rules Committee, in the spring of 2023, he was in a position to unilaterally block the Biden-McCarthy deal to suspend the debt ceiling through 2024.
This is a guy who has made a career out of sanctimoniously whining about fiscal irresponsibility, and to make his point he literally walks around with a stupid clock that tracks the federal debt. But when he was in a position to actually do something about it, he had all the fortitude of a wet noodle and voted to basically give Joe Biden a blank check for 18 months.
