If it is just about building for long term use then the future conditions and anticipation of possibilities are just a natural part of the planning, something that one assumes city and states already do when they build infrastructure.

The time constant for roads and bridges to wear out is far, far less than the time constant for the climate to change.

Therefore, there is NO NEED for “sustainable” or “resilient” in civil works. Just do your damn jobs and build the roads and bridges.
