According to a Government Accountability Office report from 2022, one of the memos from 2021 had aims including pushing for states to “invest in projects that upgrade the condition of streets, highways and bridges and make them safe for all users” and “modernizing” those same pieces of infrastructure to make the transport network “more sustainable and resilient to a changing climate.”
An archived version of the other memo, which is from 2023, also states that the FWHA would carry on with focusing on “infrastructure that is less vulnerable and more resilient to a changing climate.” The 2021 memo was also superseded by the 2023 memo.
Duffy said in the release that his department “is getting back to basics — building critical infrastructure projects that move people and move commerce safely.”

All this stuff was likely just another Leftist kickback from government money scheme.
Just increased the cost of everything while contributing nothing to the public.
Basically to “fix” infrastructure that was already fine to make it environmentally resistant.
If it is just about building for long term use then the future conditions and anticipation of possibilities are just a natural part of the planning, something that one assumes city and states already do when they build infrastructure.
It is going to be surprising if any Department or program is not thoroughly laced with fraud.

Our federal budget is like a water pipe with holes in it.
We as citizens pay our taxes (with water as the analogy) and expect to get water back to our homes.
Instead, as that water is collected by the government and sent where it is needed, it leaks all along the way. Leaky joints, broken pipes, pinholes from corrosion, and that water leaks out all along the way.
Corrupt people don’t fix the pipes, and corrupt people collect that water to enrich themselves. The corrupt people who don’t fix the pipes know where the leaks are. The corrupt people who collect that water know who to talk to and where to position themselves, and they feed some of the water back to the people who won’t fix the leaks. They WANT the leaks, because they are enriched by them.
But we, the citizens, in our house, wonder why we get 10 gallons of water instead of the 100 gallons we expect, and when we complain to those who manage the pipeline, they shrug their shoulders and say “The pipeline is too long and convoluted. We can’t keep up with the leaks and the holes. We don’t know where they are.”
Funny how the water WE send them in the form of taxes seems to get to them just fine, though. They maintain THAT pipe in pristine condition, no holes or leaks. And God forbid we send them a single gallon of water less than they demand of us.
That's pure meaningless gobbledegook. What are they going to do? Build asphalt roads that can survive the day when the sun engulfs planet earth?
That "less vulnerable and more resilient" crap always makes me think of Gabby Johnson's Authentic Frontier Gibberish...
The time constant for roads and bridges to wear out is far, far less than the time constant for the climate to change.
Therefore, there is NO NEED for “sustainable” or “resilient” in civil works. Just do your damn jobs and build the roads and bridges.

In order to adapt to changing climate, you have to predict what the change will be. If your bridge needs to support the weight of snow and ice, if a runaway cargo ship is going to run in to it, if the amount of water running under it, does it need to be able to support more sunlight. I think the design tolerances should account for some variability in the environment where it exists but planning on glaciers advancing is about the only thing that isn’t already being done. With warming, glaciers won’t be a problem.
Here in Minnesota we design for 40 below and 100 above zero. Snow, tornadoes and everything in between. But they will still fix the racist roads and bridges, right?
What about Pete Buttplug’s Racist Highway Demolition Program?
At least now they plan for the weight of all the extra bridge repair materials that they are storing on the bridge they are repairing, right?
They always did. But having state union employees inspect bridges properly certainly got a lot more scrutiny. Things that are done by the government are seldom done well.
