With CIA creating a better system, called USAID, but since USAID was a JFK creation by executive order, I think he had no clue what he was being sold as the reason for its creation. Remember he was in his first term, and it was at least rumored that JFK was not the least bit fond of the CIA.

I hope it's RFK Jr. that uncovers the truth about his father & his uncle. Wouldn't that be a shock if the Kennedy clan learned that the CIA was involved. Given how they have al treated him during his confirmation process.
