The U.S. should form a venture capital partnership with UAE and S.A. to turn Gaza into a new Dubai, but 10 times nicer and with better weather - and take perhaps 50% of all profits from the resulting real estate sale.

You mean Socialism. Sovereign Wealth Funds work well in China and other socialist countries where the government has a controlling interest in capitalism.
