While I agree with you mostly, I would assume most will just switch to heroin. (Maybe switch BACK to heroin).
Heroin is also somewhat controllable at borders, but has the added advantage of defunding a strategic competitor, China.
Sure, the Taliban would earn some more. But I’ll take that tradeoff.
