Don't let reservoirs go out of service. Hire more firemen (MEN) and mechanics to keep equipment in tip-top condition. Add firefighting capacity. Build more reservoirs. Consider emergency pumping of ocean water into water mains to maintain pressure (you can rinse the pipes later).
