This tells me that we have an arrangement with the Mexican Government to go after the cartels in northern Mexico. I don't know if it will be US, Mexican, or a combination of troops that will drop the hammer.
For OpIntel purposes, I would expect that it will be US troops. Anything told to Mexican authorities will leak to the cartels. Of course, that may be exactly what we want them to do.
