He told him that because he wanted to believe a bunch of Venezuelan Swamp types who wanted to replace Maduro with themselves. Those same people probably told Bolton that hundreds of thousands did flood Caracas streets and if only he will send more money and sanctions, in that order, they would get it up to millions. The reporters on site? That’s not confirmation. They have agenda too.
So satellite imagery tells the tale. Does this mean you go against humint? You probably should more often than not because of the above, but that’s not the process. If it’s confirmed by imagery, then you use it. If it is not confirmed, you don’t go against it.
You ignore it.
You get case officers running assets and they walk in and tell people “my asset would not lie about this”. I have total confidence in him.

Imagery, be it visual or radar or any of the spectrum sampled and recorded from orbit, is the ultimate confirmation.
