I’m not sure, but I think I read that pardons can not be issued for treason or high crimes and misdemeanors?
...and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.
Treason can be pardoned (many pardons were issued after the Civil War). Impeachment cannot be pardoned.
