Retroactive impeachment.
They’ve already done it to Trump, so there’s no reason to not do it to Biden and all the civil officers he has pardoned. Pardons can’t apply to impeachment.

Interesting. As you noted, Trump’s second impeachment trial continued even after he left office.
A retroactive impeachment of Biden would go nowhere, fast. But it’s still worth considering. At a minimum, the new GOP Congress should censure Biden, Milley, etc. Get it on the record.
Democrats play hardball. Republicans should do the same (but probably won’t).
