Impeachment action was dropped after he left office, there was no real effort to hold him accountable after he left. Preemptive Pardon took away any future Federal prosecutions.
Since a pardon can’t negate an impeachment action, the complete process toward an impeachment (for someone subject thereto) is legitimate, even for a pardoned person.
