Any drone that weighs more than 250 grams (about half a pound) as to be registered with the FAA and be equipped with a transponder that continually transmits its FAA ID and flight information.

Since they are telling us these drones are nothing to worry about they must be registered and transmitting their IDs, meaning they know exactly who owns them and their entire flight path.
