FYI, as an Air Force pilot and an airline pilot (for over 45 years and 28,000 flight hours in many different jets), pilots cannot turn contrails on and off.

So what is happening here?

Looks to me like that is not an ordinary contrail, but something being sprayed by the aircraft.

There are myriad patents for such things. Ever hear of cloud seeding in your 28,000 hours flight hours?
