In actual function: the complexities of what happens - an illustration would show that the bottom of a pyramid - the vast, fat, running about (or not moving at all), scrambling (or sloth), plus a lot of waste (think: Chicago aldermania kickbacks), and BlueSky/CNN/Hollywood-celebrity appearances . . . all have to be "decided" (and scheduled) BEFORE productive(?) action (or more sloth).

My friend is involved in the storing of water for the greater Los Angeles region. "They" have ideas for dumping floating balls on outdoor reservoirs, in order to block the sunlight and reduce evaporation.
"They" have ideas for creating reservoirs alongside current and future paved roadways. "They" have a lot of ideas about, how to make all that look pretty (his specialty).
But instead of proceeding at a productive pace, the output is like the Obama 3.0's administration (Biden-Harris) that could barely produce more than 1 of the Electric Vehicle Charging Facilities . . . because:
DEI (the acronym for being politically correct)
In California, there is so much of:
Do you know who I am?
in "having a conversation" and "engaging in dialog."
There is little time or effort made by DEI (the politically correct collective/collectivists) that would move toward an actual, practical goal.

I came up with an answer, years ago:
Using mining equipment. Approach the base area of a topical range/mountain, and at a slight down-angle, bore/drill as if going for the coal . . . but actually creating an out-of-the-sunlight water reservoir.
I wanted to use mining equipment, because I wanted to keep the people who know how to MAKE HARD STEEL employed - in order to maintain their talent:
They know how to make the really good, hard, steel. The stuff that will endure the task. The stuff that comes in handy, when our country needs the really, good, hard, steel.
Yet I also wanted to solve the water supply problem of California and other generally "dry' areas of the great southwest of our country.
But, as usual, one has to deal with DEI and the California (and other) eco-nuts, who "think:"
If the water goes into these underground reservoirs, then the water will not flow down "nature's streams!" Eeek!
In the leftwing mind, there is is a mechanical engineering problem:
An unwillingness to fathom (pun intended) that a volume can fill with water and then overflow . . . to the natural stream.
In order for the left wing to acknowledge the science, the left wing would (gasp!) surrender The Drought Panic and other panic methodolgy that the left needs to coerce votes.
To wit: "The Solution" must come from the DEI hive. "The Solution" that keeps up appearances.
