Had to dig a little, CW2 Eaves picture looked "funny."

No unit distinctive insignia on beret flash.
Collar insignia are both "US", should be one "US" and one "branch"
No distinctive insignia on shoulder epaulets (should be the same as on the beret)

I think that this is an accessions photo for transfer to the Army from the Navy, or for application to the Warrant Officer Candidate program, kinda similar to what all trainees get when they first enter into the service.

His "wings" are Navy Enlisted Aviation Warfare Specialist - identifiable by the shape and the scroll underneath.
His ribbons are - Navy and Marine Corps Commendation Medal, Navy Unit Commendation (3rd award - 2 stars), Navy Good Conduct Medal (with Fleet Marine Force Combat Operations Insignia), National Defense Service Medal, GWOT Expeditionary Medal, GWOT Service Medal, Outstanding Volunteer Service Medal, Army Service Ribbon, Army Overseas Service Ribbon.
Army Marksmanship Badge - "Sharpshooter" with (probably) a "Rifle" tab
Rank is E-6 (Staff Sergeant)

Still kinda weird though that if this was an accessions photo for WOC school, he should have his sponsoring unit's insignia and branch insignia.

Porkchop. Just skimming by. Good dig on the insignia or regalia! I have nothing to add to that.

I agree, it seems photo shopped. His outline has a very sharp edge, like an outline photo cut cleanly and added as a layer over the flags.

Could have been done by his new unit I suppose, although with current digital photography its not like you have any real cost for film and processing and it should not take too much time to stand someone up in front of the unit or command flags for a photo when someone reports for duty at a new command.
