IIRC this was the piece about a Canadian businessman Going to Mar-a-lago to discuss the Canadian quesiton.

If this were to occur Canada would probably have to agree / vote to dis-establish their Union. I suppose that the Individual provinces would have to leave the British Commonwealth and apply for Statehood which would require a vote in Congress, and, I think, ratification by the other U.S. States. If accepted they would need to abide by the U.S. Constitution. There is an awful lot that would happen for this to really take place. Trudy's terrible governance is the only thing gives this proposal any life and that may be why Trump has proposed it at this particular moment.
