Actually, that was already cut when he got there. Probably the FD in preparation to take the old one and set up to install a new one. There might be a detachable joint of some sort on that shaft, I don’t really remember. The thing was standing upright on the basement floor when I first saw it.

They replace a hydrant that was hit by a car/truck. There was a coupling, some kind of sheer breakaway type, that snapped along with the base of the hydrant to protect the valve, stem, and lower piping.
