This song is about the Cavern Club in Liverpool, where The Beatles played nearly 300 times in 1961-3 before hitting it big.

More specifically, it was the title of Beatle's manager Brian Epstein's book about his discovery of the Beatles that was out at that time. Epstein also managed Pet Clark, and the lyric "A cellar full of noise" was inserted into the song to promote the book.
