I’ve been seeing quite a few of these locally this year and actually I think they’re kind of fun. The lights on the ones I’ve seen aren’t super bright enough to be that distracting.

Guy was obvious to anyone with a brain cell not pretending to be a cop and trying to pull people over using fake emergency lights.
Cop has poor discretion.

What if the cop is color blind? He might think it’s red.
It can be distracting during a season when there are way too many impaired drivers on dark and icy roads.

Under a strict reading of Washington State law, it is illegal for any motor vehicle (and actually most bicycles) to have have flashing or certain colored lights associated with emergency or utility/gov agency authorization. So there are exceptions of utility trucks, construction pilot vehicles, survey crew vehicles, volunteer firemen, etc. It is even illegal for bicycles to have any lights other than a solid white head light, or a solid or flashing tail light. If the front white light flashes or there are any amber flashing lights, that bicycle is illegal. Motorcycles can have turn signals as can cars, but not bicycles.
I wouldn’t be surprised if some other states have similar laws.
