You can add China to the happy list. China owns most of the Syrian National oil company going back to 2003 when they first signed an oil deal. Starting around 2011 China had majority stake and that is a big problem for the EU as they get a lot of oil from Syria.
Saudis and others in the Gulf are happy. Whatever hurts Iran is all to the good.
