He was not wrong if you regard civilization as cool art which seems to be the default most of the time.

If you regard it as the protection of the most vulnerable and valuable in the group civilization would far more necessary during the ice age when survival is harder.

You need to keep the old alive so they can teach necessary skills, you need to keep the children alive so they can learn those skills and you need fecund females to have those children.

Everyone else is just there to provide food, protection and move big rocks. :)
