Who would loan him the money? What security does he have? He could be a con artist with a counterfeit ticket. How could a bank or other financial institution authenticate the ticket? This is truly unconscionable on the part of the California Lottery, if legitimate. The lottery pays out about 50 cents on the dollar. They should be rolling in money, and the winners purse should be the first claim on assets, set aside from other funds.
Naturally, he does not want his name publicized, or else his family will be in danger of kidnapping and threats. At least until he has a chance to hide somewhere safe.
My advice, once he gets the money--move OUT of California.
