Who would loan him the money? What security does he have? He could be a con artist with a counterfeit ticket. How could a bank or other financial institution authenticate the ticket? This is truly unconscionable on the part of the California Lottery, if legitimate. The lottery pays out about 50 cents on the dollar. They should be rolling in money, and the winners purse should be the first claim on assets, set aside from other funds.
