Pretty sure that is the launcher tube apparatus for the rocket. It erects vertical and the top flips open.

Spokeshave; There is a pop top on the pointy end of that wire and plumbing covered tube. The slick smooth shooty thing is on the inside of the mobile silo. (The photo could be an empty tube that they use for display in their military parades. Much safer than carting around a poorly maintained fueled real missile around your capitol city's downtown in front of your grandstand full of leaders.)
