I’ve driven that road - it’s dark at night and twisty and grizzlies are dark in color. No government conspiracy needed, just too many grizzlies in a small area (they *are* spreading out though - Great Falls/Ten Sleep/Kemmerer have all had grizzlies showing up). FWIW.
