I think individual genetic brain wiring largely determines whether or not an individual is adept at math.
Chromosomes may have a bias either way.

Maybe the White House is going to serve as their headquarters/bunker for the execution of their plans to create as much chaos and fear as possible? Their underground tunnels will connect the occupants to Capitol Hill so people can come and go without being seen. After all, they can’t be conducting tours while they’re in full battle mode!
