Harris presides over a joint meeting of Congress. Individual House and Senate members (one each) must agree to object to an Elector's vote, in writing.
The objections are brought up and voted on, separately, in each house of Congress, with a majority carrying.
If the majority carries for the objection, then the Elector's vote is not counted.
The count is finished. Then Harris closes the meeting, 'certifying' the count.
Unless there are a lot of rule-violating shenanigans that I can not conceive of, she will not be able to block anything without multiple majority votes in both houses to block any Elector's vote.
