It is impossible to reverse-engineer (imo) the corrupt political party electoral vote circus that the media distracts us with every presidential election year to the Constitution's rules for electoral votes.

"The Electors shall meet in their respective states, and vote by ballot for President and Vice-President [all emphases added], one of whom, at least, shall not be an inhabitant of the same state with themselves; they shall name in their ballots the person voted for as President, and in distinct ballots the person voted for as Vice-President, and they shall make distinct lists of all persons voted for as President, and of all persons voted for as Vice-President, and of the number of votes for each, which lists they shall sign and certify, and transmit sealed to the seat of the government of the United States, directed to the President of the Senate;--The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;--The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; ..."
Noting that the states have never expressly constitutionally given ordinary citizen voters the power to vote for POTUS like we have for voting for members of Congress, consider that only a very small number official electoral voters appointed by each state legislature are constitutionally required to meet together to vote, tally vote totals for each candidate, sign and certify results, then send sealed results to Office of VP in unbroken chain of custody.
After all, constitutional drafters established the Electoral College to make sure that the right person is in the wartime Oval Office.
At the other extreme, the Electoral College is MAJOR OVERKILL for making sure that the right person is in the peacetime Oval Office to make sure that your mail is delivered promptly, the US Mail Service being one of the very few MAJOR powers that the states have given to the feds to dictate peacetime domestic policy.

The congressional record shows that Rep. John Bingham, a constitutional lawmaker, had clarified the federal government's constitutionally limited powers as follows.
”Simply this, that the care of the property, the liberty, and the life of the citizen, under the solemn sanction of an oath imposed by your Constitution, is in the States and not in the federal government [emphases added]. I have sought to effect no change in that respect in the Constitution of the country.” —John Bingham, Congressional. Globe. 1866, page 1292 (see top half of third column)
"From the accepted doctrine that the United States is a government of delegated powers, it follows that those not expressly granted, or reasonably to be implied from such as are conferred, are reserved to the states, or to the people. To forestall any suggestion to the contrary, the Tenth Amendment was adopted. The same proposition, otherwise stated, is that powers not granted are prohibited [emphasis added]." —United States v. Butler, 1936.
In other words, if a given federal social spending program is not reasonably related to the Mail Service, then you can bet that it is unconstitutional, based on stolen state powers, and win your bet probably most of the time.
The bottom line based on Bingham's statement above is the electoral vote media circus is a cover for corrupt political parties to fight for control of state powers that they have stolen from the states imo.
The Joint session of Congress has the express power only to witness (presence) the count which will hopefully yield a simple majority winner who is to be the next president.
In fact, note that the only time that electoral votes are certified according to 12A is before state electors seal results of vote counts.
In other words, there's no constitutional justification for federal Democrats to object to certify Republican winners like they have done in recent presidential elections. Doing so is just more smoke and mirrors imo.

Since Congress and renegade states have repeatedly proven that they are enemies of the people imo, it is now up to Democratic and Republican Trump supporters to effectively "impeach and remove" ALL (exceptions?) state and federal lawmakers and executives in November.
In fact, it's up to us Trump supporters to take the first MAJOR step in draining the swamp by supporting hopeful Trump 47 with a new, Constitution-respecting Congress, new state lawmakers too, not only so that he will not be a lame duck president from the first day of his second term, but will support him to quickly finish draining the swamp.
Finally, let's not allow the anti-Trump media try to fade our memories of what we witnessed on July 13.
