I get that would be the procedure in the event of a tie, but that would require the electoral votes to be exactly the same. I’m not a mathematician but I’d it even possible to have all electoral votes to end in a tie? What was the closest election in history?

Right now, there are 538 electoral votes so a 269-269 tie is possible. You need 270 to win outright.
